The society of the fifth estate

November 12, 2019 – Today the meeting titled “The society of the fifth estate with Maurizio Ferrera | Pietro Ichino | Linda Lanzillotta coordinated by Nicola Saldutti. What welfare for new inequalities and new work?”

“Those who belong to the ‘Fifth Estate’ suffer the negative consequences of economic openness and the policies that accompanied it: labor market liberalization, offshoring, cuts to public services, and so forth.

The proponents of globalization and economic integration have overestimated the potential for trickle-down effects of these processes. Little or nothing has reached the bottom.


The challenge for the future is clear. It is necessary to orchestrate a ‘counter-movement,’ just as happened a century ago when the ‘first’ welfare state was built. An order must be given to the new constellation of risks and opportunities. An order capable of fostering economic and social development within the framework of liberal-democratic guarantees and inspired by shared principles of distributive justice, so as to be perceived and accepted as fair and legitimate in its foundations by citizens. This time the counter-movement is more difficult to activate than in the past. On the political level, for now it is manifesting as a desire to turn back, to block the flow of change. From the perspective of ideas, retro-topias prevail: let us restore and strengthen the old compensatory welfare, or let us rebuild the ‘tribes’ and protect them with walls. Two paths that lead nowhere but nonetheless attract people and groups with very different interests.”

Maurizio Ferrera

Full professor of Political Science, Università Statale di Milano

Full professor of Political Science at the Faculty of Political, Economic and Social Sciences (SPES) of Università Statale di Milano. His research has mainly focused on comparative politics and the analysis of public policies, with particular reference to social welfare issues and European integration. Over the years he has participated in various inquiry commissions and working groups of the Italian government, the European Union, OECD, and ILO. He was a member of the Onofri Commission (1997), the Inquiry Commission on social exclusion (1998-2001), the High Level Group on the Modernization of Social Protection (1996-97), and the High Level Expert Group on Social Investment Policies at the European Commission (2011-2014). He is currently President of the Network for the Advancement of Social and Political Studies among universities in Lombardy and Piedmont. Since 2004 he has been a columnist for Corriere della Sera.

Pietro Ichino

Full professor of Labor Law, Università Statale di Milano

Full professor of Labor Law at Università Statale di Milano, he has been a columnist for Corriere della Sera since 1997. He was a union leader of Fiom-Cgil from 1969 to 1972; from 1973 to 1979 he was head of the Legal Services Coordination of the Milan Chamber of Labor. Since 1970 he has been registered as a journalist and since 1975 as a lawyer. During the eighth legislature, he was a member of the Labor Commission of the Chamber of Deputies. Researcher at Università Statale di Milano since 1983, from 1986 to 1991 he was extraordinary professor of labor law at the University of Cagliari. In 1985 he took on the role of coordinator of the editorial staff of the Rivista italiana di diritto del lavoro, where he was deputy editor from 1991 and editor-in-chief from 2002 to 2008. He was senator from 2008 to 2018. He has written numerous books on labor and law, among which Il lavoro e il mercato (1996), A che cosa serve il sindacato? (2005), I nullafacenti (2006), Inchiesta sul lavoro (2011), Il lavoro ritrovato (2015).

Linda Lanzillotta

President of Glocus and Vice President of IREFI (Institut pour les Relations Economiques Franco-Italiénnes), former Minister for Regional Affairs and Local Autonomies

She was Minister for Regional Affairs and Local Autonomies in the second Prodi government (2006-2009).  From March 2013 to March 2018 she was vice president of the Senate of the Republic. Founder of the think tank Glocus, she has been a member of the scientific committee of Fondazione Italia USA since 2013. She graduated in Humanities; in public administration she was an official at the Ministry of Budget, official of the Chamber of Deputies, Chief of Cabinet at the Ministry of the Treasury, and Secretary General of the Presidency of the Council of Ministers. Her active political engagement began in 1993 as Councillor for the Economy of the Municipality of Rome. Elected Deputy in 2006 and 2008, she was a member of the Constitutional Affairs Commission, the Bicameral Commission for the Implementation of Federalism, and the Rules Committee. In 2018 she published the book Il Paese delle mezze riforme (Passigli Editore).

Nicola Saldutti

Head of Economics Corriere della Sera

Born in Naples on March 5, 1966, graduated in Political Science at Federico II, attended the Gino Palumbo journalism school, professional journalist since 1990. He has worked at Corriere della Sera since 1989, starting with Corriere Soldi, then moving to the daily newspaper pages where he currently serves as Head of Economics. He has covered topics from privatizations to the evolution of the banking system and the main financial events of the Italian stock market.
